Mandatory helmet laws are a barrier to people picking up cycling, for sure. Though even without cars, and even with everyone cycling, helmets would still protect a rider better than no helmet.

Personally, I don’t think helmets should be mandatory for adults. We should highlight the risk for people, but it should be up to them how they mitigate that risk.
