To whosecityisthis: Biking is not an inherently dangerous act? What about bikers who flip over or fall because of debris or streetcar tracks? Ice? Slush? All of those hazards exist beyond the realm of automobiles and once you add cars into the mix, you would be have to be an absolute fool not to wear a helmet.
